Verification in September 2026: Even if foreign tourists can enter mainland China visa-free, they still need to arrange their itinerary and obtain Tibet entry approval documents through a qualified travel agency to travel to Tibet. A visa or visa-free entry qualification and a Tibet entry permit are two different things.

According to national laws, and considering Tibet's unique ethnic traditions, cultural relics, and ecological environment protection needs, as well as its transportation conditions, tourism service facilities, and reception capacity, the government stipulates that non-Chinese citizens, i.e., foreign tourists, must obtain a "Tibet Travel Permit" issued by the Tibet Autonomous Region Tourism Bureau [TTB] before entering Tibet. Furthermore, foreign journalists and diplomats are not allowed to enter Tibet as tourists. Independent travel is not permitted during their stay in Tibet; all groups, regardless of size, must be organized and planned. There are no limits on the number of foreign tourists or their nationality; even a single person can travel, and domestic tourists are also permitted in the group.

Brief procedure for applying for a Tibet Entry Approval Letter (Tibet Entry Permit):
A. Prepare the necessary documents:
1. Passport + Visa (suitable for foreign tourists entering the country).
2. Passport + Residence Permit + Employment Certificate (suitable for foreigners working in China).
B. Please confirm your route to and from Tibet, travel time, sightseeing itinerary, service standards, and group size, and provide this information along with your contact details to our agency. We will provide a detailed quote for this group based on the specific itinerary and send it to the tourists for confirmation.
C. After the itinerary and reception are confirmed, a qualified travel agency will submit the documents according to the requirements at that time. The processing time, open areas, and requirements for supplementary documents may change. It is recommended to inquire at least one month in advance and confirm before purchasing non-refundable and non-changeable transportation.
D. After the approval letter is issued, prepare electronic or paper documents according to the latest notification from the travel agency and carrier. Verification methods may differ for air travel, train travel, and different departure points; old rules regarding faxed copies or originals should not be followed.
